OVERVIEW
The Ilocos Norte Water District (INWD), like all other water districts in the Philippines, has set forth on its pursuit for excellent water delivery service. Believing that plain service is not enough, it has embarked continuously on up-to-date innovations on water developments to ensure that it could provide a continuous, safe and potable water twenty four hours a day the most reasonable cost.
Thus, INWD commits itself not only to the delivery of water to its beneficiaries but also to the preservation and protection of the environment - the very source where our water comes from.
BIRTH AND GROWTH
Looking back at the beautiful history of the Ilocos Norte Water District and its present status these days manifests its expeditious growth and development as a service oriented institution.
The Sangguniang Panlalawigan of Ilocos Norte through Resolution No. 47, Series of 1981, created the Ilocos Norte Water District (INWD) on February 9, 1981 and turned over the functions and operations of the Ilocos Norte Metropolitan Waterworks and Sewerage System (INMWSS) serving Laoag City as well as the municipalities of Bacarra, Vintar, Pasuquin and Paoay.
In 2003, the municipalities of Badoc, Pinili, Currimao, Piddig and Solsona, through resolutions from their respective Sangguniang Bayans, were annexed as service areas of INWD.
In September 6, 2017, after complying with all the financial, technical, legal
review and other requirements as mandated by the 2013 Revised NEDA Guidelines
and Procedures For Entering Into Joint Venture Agreements (JVA) that was issued
pursuant to Section 8 (JVA) of Executive Order No. 423 dated April 30, 2005, the
INWD through Board Resolution No. 066-17 dated August 25, 2017, entered into a
JVA with PrimeWater (PW) Infrastructure Corporation for the Financing,
Development, Rehabilitation, Expansion, Improvement, Operation and
Maintenance of the Water Supply and Septage Management System of the Ilocos
Norte Water District.
The Joint Venture (JV) - INWD - PrimeWater Ilocos Norte (PWIN) started
its operation in November 6, 2017 with PW as the water system’s operator while
INWD monitors the JV operation to ensure PWIN’s compliance with its service
obligations as mandated by the JVA.
INWD-PWIN JV, like other water districts in the Philippines, to further its
pursuit for excellent water service delivery, has embarked continuously on up to
date innovations on water system development to ensure that it could provide
continuous, safe and potable water twenty-four hours a day at the most reasonable
cost.
INWD-PWIN JV commits itself not only to the delivery of efficient and
sustainable water service to concessionaires but also in the preservation of the
environment.
During the challenging time of the COVID-19 Pandemic, the District
adopted an Alternative Work Arrangement pursuant to CSC MC No. 10, Series of
2020 wherein employees were on a “work from home” and skeletal workforce
arrangements.
However, with this situation, the implementation of the JVA projects for
this challenging year slowed down. Target market, including its credit and
collection goal, was not met. Likewise, the response time on maintenance and
service complaints was beyond the required prescriptive period.
Nevertheless, the District, together with its JV partner, came to an
agreement of implementing a three (3) month moratorium in the payment of water
bills due from April to July 2020 without imposing penalties thereto as well as the
deferment of Notices of Disconnection so as to ease the burden of its
concessionaires and to be in unison with the government in properly managing the
COVID-19 situation.
And as part of our Corporate Social Responsibility, the District donated
handwashing facilities to the Philippine Red Cross – Ilocos Norte Chapter Office
and the DPWH Bureau of Equipment Quarantine Facility under the PGIN’s
supervision. This project is attributed to the District’s Gender and Development
(GAD) programs for the 2020 calendar year.

SYSTEM FACILITIES AND RESOURCES
The Ilocos Norte Water District utilizes spring sources in Dilomot, Dinalsuan and Bararing in Pasuquin in Ilocos Norte (Dilomot Spring - 6 liters/sec., Dinalsuan Spring - 8 liters/sec., Bararing Spring - 8 liters/sec.) INWD also utilizes ground water from carefully selected locations in Laoag City, Vintar, Bacarra, Paoay, Pinili, Badoc, Solsona and Piddig, Ilocos Norte. The district has not stopped searching for possible water sources with an aim of developing them to continuously meet the water needs of the province.
INWD has concrete reservoirs in Ermita Hill and Camp Juan in Laoag City; Brgy. Libeng in Pasuquin; Brgy. Tara-Tara in Bacarra; Brgy. Pait in Vintar; Brgy. Nagbacalan in Paoay; and a couple more in Pinili and in Piddig, Ilocos Norte. INWD also has elevated steel tanks in Brgy. Ngabangab in Pasuquin, Brgy. Pungto in Bacarra; and four more in the towns of Badoc, Solsona, Currimao and Piddig. Furthermore, they also have a 200 cu. m. Ground Steel Bolted Tank in Brgy. Lapaz, Laoag City and another one in Brgy. Suba, Paoay, Ilocos Norte.
INWD also has their Marcos Micro-Filtration Plant in Paoay, Ilocos Norte and a stand-by treatment plant located in Paoay as well. The total length of INWD's pipeline network is 314,883 kilometers. INWD has 21 deep wells with submersible pumps and motors, 3 springs and 1 surface lake that serves as water sources. Chlorinating facilities in Laoag City, Paoay, Bacarra, Pasuquin, Vintar, Piddig, Currimao and Pinili help in ensuring the cleanliness and potability of the water being distributed to the concessionaires.
OUR COMMITMENT TO WATER QUALITY
Water quality is a deep concern and priority of INWD, so it put up its own Water Testing Laboratory. To date, it is the only water district in Region I that has this kind of facility, which has been duly accredited by the Department of Health (DOH).
Water is filtered and chlorinated at the source to ensure optimum water quality. Samples for laboratory checking and testingn are taken at the source, middle portions and the far ends of the water distribution networks. An INWD service vehicle circuits the service area regularly to collect water samples for rigid water quality monitoring. The said vehicle was acquired for the exclusive use if the INWD Water Testing Laboratory. This enables the water district to respond promptly to reports and complaints from the field.
AWARDS
- On December 13, 2016, Home Development Mutual Fund (Pag-IBIG Fund) - Ilocos Region awarded INWD for being 3rd in Upgraded Membership Savings and 3rd in Short Term Loan Availment - Borrowers. Moreover, they also gave INWD's HRMO Godofredo Arcellana an award as recognition for his tireless effort and constant support as Fund Coordinator of Laoag Member Services Branch on Pag-IBIG programs and services.
- On June 23, 2016, INWD was given another Red Orchid Award as recognition for implementing 90-100% Tobacco-free environment, in line with the “MPower” framework of the World Health Organization. This is also compliant to the DOH Administrative Order on the comprehensive 100% Smoke-Free Environment Policy which called for on the absolute ban in DOH offices, LHUs, hospitals and in all government agencies.
- On June 18, 2014, INWD was given its first Red Orchid Award as recognition for implementing 90-100% Tobacco-free environment, in line with the “MPower” framework of the World Health Organization. This is also compliant to the DOH Administrative Order on the comprehensive 100% Smoke-Free Environment Policy which called for on the absolute ban in DOH offices, LHUs, hospitals and in all government agencies.
- On June 4, 2013, INWD was given a Pink Orchid Award for implementing 70-89% Tobacco-free environment, in line with the “MPower” framework of the World Health Organization. This is also compliant to the DOH Administrative Order on the comprehensive 100% Smoke-Free Environment Policy which called for on the absolute ban in DOH offices, LHUs, hospitals and in all government agencies.
- The Civil Service Commission awarded a Certificate of Accreditation to INWD for having met all the accreditation requirements for Level II Accredited Status of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management issued on May 30, 2014. This award was received by INWD in a simple occasion on October 31, 2014 at the INWD Function Hall.
- A Certificate of Accreditation for Laboratory Drinking Water Analysis was granted to INWD on October 1, 2013. This is pursuant to the Sanitation Code of the Philippines and Administrative Order No. 2006-0024: Rules and Regulation Governing the Accreditation of Laboratories for Drinking Water Analysis, authorizing INWD to render Physical Analysis, Bacteriological Analysis, and Chemical Analysis. To date, INWD is the ONLY Water District that has the facilities of a Water Testing Laboratory duly accredited by DOH.
- INWD leads other Water Districts in Region 1 as the first one to be officially re-categorized as Large - now as Category B based on the newly adopted re-categorization of all Water Districts in the country as circularized by the Department of Budget and Management (DBM) through its Circular dated November 18, 2011.
- INWD was qualified as a Semi-Finalist in the CSC Pag-asa Award (Group Category) in 2009 through its “Water Education Program”.
- From 2003-2007, INWD underwent Annexation Projects involving five Municipalities in Ilocos Norte, namely Badoc, Currimao, Piddig, Pinili, and Solsona, through the resolutions of their respective Sanggunian Bayan, at a cost of P37.9M from INWD’s own funds. With the successful implementation of the Annexation Projects, INWD was adjudged by the Civil Service Commission as a National Pag-asa Awardee (Group Category) in 2008.
- INWD was given a Plaque of Recognition by the Philippine Association of Water Districts (PAWD) on January 28, 2005 during the 26th PAWD National Convention at the Apo View Hotel in Davao City for the successful implementation of the Water for Ilocos Norte Program in 2003
- INWD was awarded a Plaque of Recognition on January 30, 2004 during the 25th PAWD National Convention at the World Trade Center in Pasay City, Metro Manila for this worthy undertaking (BATANG PINOY GROUNDWATER FAIR)
- The Local Water Utilities Administration conferred a special award to the Ilocos Norte Water District during the LWUA-WD Forum for implementing an integrated watershed development program.
